Board of Health · Meeting of February 11, 2026

West Boylston's Board of Health heard sharp resident pushback on proposed trash and recycling rules tied to a new Solid Waste Enterprise Fund. Director of Public Health Annette Garcia presented draft regulations requiring mandatory recycling, bundled hauler service and an annual opt-out window, but the board took no vote on the substance, only voting unanimously to open and close the hearing. Resident Dave Toppin noted the town spent $621,069 on trash in fiscal 2025 and questioned why costs could nearly double.

Resident Dan Mahoney argued the enterprise fund "takes away all citizen voting input into the price." Chair Robert Barrell said budget questions belong to the Select Board. Another hearing is expected in March.
