The Planning Board adopted new stormwater rules and regulations to avoid a federal enforcement order.
Planning Board · Meeting of March 11, 2026
WEST BOYLSTON — The Planning Board adopted new stormwater rules and regulations to avoid a federal enforcement order. Chair Marc Frieden and members Kevin LaClaire, Francesco X Lopriore and Barur R. Rajeshkumar voted unanimously to close a public hearing and adopt the rules "as amended," satisfying a lingering EPA requirement tied to the town's MS4 stormwater permit.
Civil engineer Patrick Healy of Thompson Liston Associates told the board the EPA had offered to hold off on "an administrative order" if the rules passed Wednesday. The regulations require landowners disturbing 10,000 square feet or more to grant the town stormwater easements. The board separately softened delivery and trash-hour language for a proposed Dunkin' Donuts, opting to require compliance with existing town bylaws instead of custom hours after resident Ms.
Noyes raised noise concerns.
